Obtaining the Spell
Minimum Blue Mage Level Needed To Acquire Spell: Level 22
Chaotic Eye is best hunted in the Meriphataud Mountains.

This spell can be soloed safely starting around level 25. No party is needed.

Bring Echo drops to cure Chaotic Eye's Silence, and Remedies for Blaster Paralysis.

Coeurl Hunting Grounds Camp #1

Coeurl 22-25 Meriphataud Mountains

Proceed to the J-4/K-4 to J-7/K-7 area of the Meriphataud Mountains circled in red above. In this area there are several Coeurl spawns. The red dots above note the general pop area of several of the spawns. If you are hunting around level 25 you'll face aggro from Goblins and Yagudo in the zone on the way to camp. They, like the Coeurl aggro by sight. Take precautions. A Chocobo is a great way to get to camp.

Once in the area, find a safe camp, and pull the Coeurl to it. The fights should not be hard, and regular solo methods work fine. If you don't wish to be silenced by Chaotic Eye, fight with your back to the monster, and cast low damage/low mp spells to feed it TP. As Chaotic Eye is a gaze attack, it will not work if you are not looking at the Coeurl.

The Spell can be learned from the higher level Coeurls that can be found all over the planet. All of these will require a higher level to solo, more care to get to, or a party to kill. So with the good Camp #1 options why choose these?

 
Special notes about the spell a Blue Mage may like to know
Can I solo it? Yes. With proper care you should have no problems by level 25 or so in camp #1
Do I need any special items? Yes, Echo Drops and Remedies are a must. A low damage weapon to feed the monster TP helps. A Chocobo ride to the camp is nice too.
Do Coeurl like to use the move? Yes, with only two moves to choose from, they pull it out often.
The spell is a gaze attack. You must face the target to have it take effect.
Chaotic Eye can be paired with any of the following spells to create the Conserve MP Trait: Zephyr Mantle, Frost Breath, or Firespit.
